CapacityIQ counts people at the door with a ceiling sensor that captures no images, warns the door staff before the authorised limit and keeps the log the fire inspectorate asks for. Since 13 March 2026 every club, bar and disco in Romania must do exactly that.
The obligation
What the law requires from bars, clubs and discos
Romania made permanent counting mandatory on 13 March 2026 (Legea 307/2006, art. 19 (1) r5, as amended by OUG 17/2026). Germany treats the permitted number as a binding ceiling above 200 visitors. France sets capacity at four persons per three square metres and leaves the counting to the operator.

What it does
One sensor above the door. Compliance every night.
Time-of-flight depth sensing: up to 99.8 % counting accuracy, works at 0 lux, no camera images.
Live occupancy
Entries, exits and net occupancy in real time, per entrance and for the whole venue.
Capacity guard
The authorised maximum is the hard limit. Green, amber, red states; alerts at 85 % and at the limit.

Works in the dark
Invisible 940 nm light. Strobes, fog and darkness do not affect the count.

Staff excluded
Staff wearing a lanyard are not counted as guests.

What the manager sees the morning after
Every night is one report: the occupancy curve against the authorised limit, the peak, the time above 85 %, the responsible person on duty and every alert in the order it happened.

One number, one colour
Guests inside now, places left, and a green, amber or red state. Readable at arm's length in a dark doorway, on any phone or a wall tablet.

Amber at 85 %, red at the limit
The door slows before the limit, not after. Alerts also go by SMS or push to the manager, and optionally to a door light through the sensor's alarm output.

Signed-on responsible person
The law requires a named person responsible for access. The app records who signed on, when, and at which door, and puts it in the report.

Pause entry and log
One tap pauses entry and stamps the log. Reopening is logged too. Nothing is edited by hand, so the record holds up in a control.

Frequently asked
Does the law apply to a small bar?
Yes. Art. 19 (1) r5 names clubs, bars and discos without a size threshold. The 200-person threshold applies to the separate category of crowded halls.
Do I need a camera?
No. The sensor measures distance and produces a depth map. It captures no images and stores none.
What happens when the network drops?
The sensor keeps counting and stores up to one million records locally, then retransmits.
Can I count several doors as one venue?
Yes, up to 8 sensors are stitched into one count.
What do I show during a control?
The daily compliance report: occupancy curve, peak, breaches, and who was the responsible person. PDF or CSV.
Who installs it?
Our partner or your electrician: one PoE cable to the ceiling above the door, typically under two hours per sensor. Remote-assisted self-install is available.
